Program Management Officer, Senior (Human Resources)
General Description and Classification Standards
This position will report to the Human Resources Commissioner of the Department of Human Resources (DHR) to oversee and manage key HR programs and project initiatives in areas, such as, but not limited to, Contract and Legislation, Communications, Talent Acquisition, Compensation, HRIS, Performance Management, and other special projects in partnership with the department’s leadership team.
The Senior Program Management Officer (PMO) not only serves as an internal support function, but also a critical thought partner for the department. This position will build strong partnerships within the department to help foster a collaborative environment for both staff and the leadership team. Similarly, the Senior PMO, will be positioned to develop strong working relationships with sister departments, the Mayor’s Office, and our external partners to help ensure the department runs efficiently and effectively delivers the best possible outcomes for the City of Atlanta.
Supervision Received:
- Direction received is very general and focuses on end results and is typically collaborative in nature.
- Position plans own work and project schedules and sequences.
Essential Duties & Responsibilities:
- Oversees and manages multiple strategic HR programs and projects to ensure delivery of best results for the department and the City.
- Develops detailed project plans, allocate resources to ensure timely implementation of initiatives and special projects, leads project meetings or facilities project team interactions including managing scope, deadlines, and project budgets to ensure on-time delivery of solutions
- Uses data-driven analysis to proactively identify opportunities for operational improvement.
- Identifies potential risks and develops mitigation strategies to address and facilitate new programs or processes
- Develops effective tools to monitor and communicate progress of projects including training manuals, policy and procedure manuals, flow charts, implementation plans with milestones and concrete targets, and progress dashboards
- Produces clear, concise and consistent deliverables to communicate problems and recommendations with attention to presentation and potential audiences.
- Champions HR initiatives and process changes within the department.
- Collaborates with HRBPs, HR senior leadership, department heads, and executive leadership to assess organizational needs and align program initiatives with strategic objectives.
- Builds strong relationships with key stakeholders to gain support, and ensure successful implementation of HR initiatives
- Monitors, directs, or performs special projects as assigned by the HR Commissioner
- Assist with change management initiatives
- Performs other duties as assigned
