GENERAL RESPONSIBILITIES: Assist in the operations of the energy assistance and energy conservation programs offered through the Community Action Commission of Belmont County.
SPECIFIC DUTIES:
- Become and remain familiar with the Community Action Commission’s energy assistance and energy conservation programs including the Home Energy Assistance Program (HEAP), the Percentage of Income Payment Program (PIPP), the Emergency Food and Shelter Program (EFSP), the Home Weatherization Assistance Program (HWAP), the Electric Partnership Program (EPP), the American Electric Power Community Assistance Program (AEP-CAP), the Columbia Gas WarmChoice Program and other such programs that may be administered by the Community Action Commission.
- Answer phones on an as needed basis.
- Schedule appointments for energy assistance/energy conservation programs including HEAP, PIPP, EPP and AEP-CAP.
- Relative to HEAP, PIPP and EFSP, interview applicants for assistance, collect required documentation to include household income, utility bills, energy usage data, etc., complete respective program applications, approve or deny applications based on eligibility criteria, contacting utility companies and fuel vendors to authorize payment on behalf of the applicant and/or to establish utility payment plans and amounts to be paid.
- Create customer/client files as needed in an electronic and/or paper format.
- Process all paper applications as required by ODSA.
- Perform other necessary clerical tasks.
- QUALIFICATIONS: 1. Associates Degree preferred with minimum of two (2) years of experience with social services programs or a related field.

- Ability to communicate effectively with people of all socio-economic levels, particularly low-income families and respect confidentiality rights of families.

- Submit to pre-employment drug testing.

- Knowledge of basic math/accounting skills.
- Computer experience in the use of web-based application and the Microsoft Office suite.

- Belmont County Resident preferred, but not necessary.

- Have valid drivers license and proof of auto insurance.
