Executive Director of the Georgia Opioid Crisis Abatement Trust

The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is seeking a creative and dedicated professional to become the Executive Director of the Georgia Opioid Crisis Abatement Trust.
DBHDD serves people living with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. Operating five state hospitals and providing for community- based services delivered by DBHDD’s community-based behavioral health providers, including Community Service Boards (CSBs), DBHDD is Georgia’s public safety net with a primary responsibility to serve people who are uninsured, on Medicaid, or with few resources or options.
The Executive Director of the Georgia Opioid Crisis Abatement Trust will provide leadership and support for the Georgia Opioid Trust. The Executive Director will have primary responsibility for the daily operations, coordination, and execution of executive functions for the Trust. Serving as the point of contact for the Georgia Opioid Crisis Abatement Trust, the Executive Director will collaborate with Opioid Trust, government entities, and providers. The Executive Director will report directly to the Georgia Opioid Crisis Abatement Trustee while working independently to meet the needs of the Trust.
Key functions include facilitation, communication, and marketing of the Opioid Trust:
Facilitation of the Opioid Trust:
- Leads the day-to-day operations of the Opioid Trust
- Serve as the record keeper for the Trust and maintain required documentation.
- Oversight of any associated financial activity related to the operations of the Trust, including invoicing, payments and financial reconciliation.
- Serve as the primary recordkeeper by documenting and maintaining the permanent records of the Trust.
- Serve as the central point of contact and act as the liaison for the Opioid Trust, including with local government entities, Trust members, the public and other stakeholders as required.
- Maintain a collaborative approach to fulfilling the compliance responsibilities of the Opioid Settlement requirements by the Trust, by developing tools and practices to allow for the submission of information to the Trust by partners, government entities and other stakeholders.
Communication and Marketing:
- Responsible for developing and executing the communication and marketing initiatives, materials, and platforms (print, website, electronic, social media, etc.) for the program.
- Internal communication and marketing: Develop and maintain solutions to allow for the sharing of information between trust members and its partners.
- External communication and marketing: Develop, maintain, and execute strategies for the Opioid Trust designed to promote the Trust’s mission, advance stakeholder engagement and encourage input and participation.
- Responsible for maintaining the Trust’s website with current information and data, providing awareness of the program and allowing opportunities for feedback.
- Manage the Trust information within a CRM/database to facilitate effective communication through efforts such as listservs, membership directories and other tools.
- Develop and distribute marketing materials as requested and needed.
- Assist with the development and the conducting of research, custom reporting, surveys, and data analysis, including efforts with potential third-party partners.
Desired Minimum Qualifications
Candidates may emerge from nonprofit, foundation, government, or industry backgrounds and should possess:
Education:
- The minimum education required for this position is graduation from an accredited college or university with a graduate degree in business, public administration, health-care administration, or another human-services related field.
Experience:
- A minimum of five years’ experience of executive leadership at a nonprofit, industry, government, foundation, behavioral health, or healthcare organization.
- A minimum of five years of experience reporting directly to a board of directors or other related governing body structure that has policy, operational, and fiduciary authority and responsibilities or experience reporting directly to the person who reports to the board or governing body.
- A minimum of five years’ experience leading a team of people as a supervisor, manager, or director.
- Experience with different functions of a business such as marketing, public relations, human resources, and financial management.

- Ability to work independently, set and achieve realistic goals, and solve problems creatively with minimal oversight.
- Ability to respond to changing circumstances, manage organizational and financial risk, and adapt during periods of transition and uncertainty.
- Ability to communicate persuasively and concisely, orally, in writing, and electronically, with a broad range of individuals, groups, and organizations and develop and maintain collaborative and supportive relationships.
- Skill in administering contracts, formulating program plans with goals and objectives, preparing and presenting reports and budget requests, and conducting effective community and public relations is required.
- Ability to engage in logical, analytical, and rational thinking and use automated data and information to make decisions.
- Strong computer skills with the capability to effectively use email, databases, and related business communication tools.
- Knowledge of behavioral health services, particularly related to substance abuse services.
An equivalent combination of experience and education will be considered satisfactory for the position.

- This position offers a competitive salary based on experience.
- This is a full-time position based out of our Central Office located in Atlanta, Georgia.
- The position is hybrid and does not require residency in Atlanta.
- The position will require regular travel within the state of Georgia and to Central Office as needed.
