Overview:
We are seeking a Reactor Nuclear Materials Specialist who will focus on the procurement of materials and services for the High Flux Isotope Reactor (HFIR), including but not limited to reactor materials procurement, warehousing processes, sourcing, material take-offs, expediting, receiving/handling, receiving inspection, counterfeit parts’ identification, non-conformance generation and resolution, and return shipments. This position resides in the Nuclear Materials and Procurement Group in the Research Reactors Division, Neutron Sciences Directorate at Oak Ridge National Laboratory (ORNL). Our group is responsible for procuring routine and critical parts and services for the safe and reliable operation of the HFIR.
Major Duties/Responsibilities:
Applies understanding of engineering specifications, scope of work, governing codes and standards, requirements for test and inspection, QA, vendor documentation requirements, transportation and Environment, Safety, Health and Quality (ESH&Q) to procure nuclear material.
Ensures consistency in application and standardization for procurement classifications, commercial grade dedications, and material analysis whenever possible and appropriate.
Acquires reactor safety related, commercial grade, and other quality significant parts, materials, components, and services needed for operation of the HFIR and the Cold Neutron Source Plant.
Interfaces with RRD staff, vendors, and ORNL Procurement on activities such as: bid and award information, exceptions to requirements and delivery information, and noncompetitive justification preparation.
Ensures that appropriate clauses are included in requisitions for nuclear safety related items such as: Code of Federal Regulation 10CFR Part 21, Price Anderson Amendment Act (PAAA), and hazard analysis for onsite vendor visits.
Expedites acquisition activities to meet engineering, equipment upgrades and maintenance schedules by coordinating with engineering, maintenance, and operations.
Interacts with personnel at all levels within RRD and ORNL buyers and external vendors.
Determines and applies appropriate acquisition methods.
Performs surveillance of supplier performance and takes actions to resolve issues such as: substitute items, partial shipments, changes and modifications to the requisition, deviations, and non-conforming items.
Documents inspection of received items including inspection for suspect/counterfeit parts.
Resolves non-conforming items, overage/shortage/damaged items, and suspect/counterfeit parts.
Audits incoming shipments to assure quality and accuracy.
Issue and return material from HFIR warehouses.
Interfaces with NM&P personnel for establishing new inventory items records, editing existing records, and deactivating records of safety related equipment and materials.
Monitors inventory levels and replenishes as needed using appropriate procurement processes.
Interfaces with NM&P personnel to ensure material and equipment are adequately stored and maintained.
Coordinates reorder points/reorder quantities to ensure proper inventory levels while balancing material demand and lead time.
Coordinates for proper disposal of surplus and expired materials and equipment as needed.

Basic Qualifications:
An AS degree and 5 or more years of experience as a purchasing agent, or in nuclear operations, maintenance, warehousing, materials management. (An equivalent combination of education and experience may be considered in lieu of degree.)
Understands and is well versed in concepts and techniques to ensure all materials and services are procured in accordance with the design basis for the HFIR and Cold Neutron Source, and that they meet all nuclear standards and regulatory requirements governing procurement.
Working knowledge of materials management policies.
Ability to maintain a consistent work schedule during core hours to meet the needs of staff.
Preferred Qualifications:
BS degree and five or more years’ experience as a purchasing agent, or in Nuclear Operations, Maintenance, Warehousing, Materials Management, or an equivalent combination of education and experience.
Familiarity with ASME NQA-1, 10CFR50 Appendix B, 10 CFR Part 21, IEEE, and EPRI Guidelines.
Ability to work independently with little or no direct supervision.
Demonstrates ability to be flexible, generate innovative solutions to meet constantly changing needs and work effectively in a dynamic environment to support RRD Operations, Systems Engineering, and Maintenance.
