The Technical Project Manager plays a pivotal role in overseeing software development projects, combining the expertise of a Software Project Engineer with the leadership of a Scrum Master. This individual is responsible for ensuring project delivery on time, within scope, and within budget, while also facilitating agile methodologies and fostering a collaborative team environment.
Essential Duties and Responsibilities:
Project Planning and Management:
- Develop comprehensive project plans, including scope, objectives, deliverables, timelines, and resource allocation.
- Monitor project progress and adjust plans as necessary to meet changing needs and requirements.
- Ensure adherence to project management best practices and standards.
Technical Leadership:
- Provide technical guidance and support to the development team, leveraging software engineering expertise.
- Facilitate technical discussions and decisions, ensuring alignment with project goals and technical standards.
- Oversee code reviews, testing, and quality assurance processes to maintain high standards of software quality.
Scrum Master Responsibilities:
- Serve as the Scrum Master for one or more development teams, facilitating daily stand-ups, sprint planning, sprint reviews, and retrospectives.
- Remove impediments and blockers that hinder the team's progress.
- Foster a collaborative and high-performing team environment across multiple sites while encouraging continuous improvement.
Stakeholder Management:
- Act as the primary software point of contact for project stakeholders, providing regular updates on project status, risks, and issues.
- Collaborate with program management, system architects, customers, and other stakeholders to ensure clear communication of project requirements and priorities.
- Manage stakeholder expectations and ensure alignment with project goals.
Risk Management:
- Identify, assess, and mitigate project risks, implementing effective risk management strategies.
- Proactively address issues that could impact project timelines, quality, or budget.
Documentation and Reporting:
- Maintain detailed project documentation, including project plans, status reports, meeting minutes, and technical documentation.
- Prepare and present project progress reports to senior management, customers, and stakeholders.
Preferred Skills and Qualifications:
- Bachelor’s degree in Computer Science, Engineering, or a related field.
- 5+ years of experience in software development and project management
- Active Top Secret security clearance and ability to successfully complete requirements and background investigation for SCI access.
- Experience with project management tools such as Jira.
- Familiarity with DevOps practices and tools.
- Ability to work effectively in a fast-paced, dynamic environment.
- Solid technical background with hands-on experience in software development.
- Excellent leadership, communication, and interpersonal skills.
- Strong problem-solving skills and the ability to manage multiple priorities.
Salary Range: $100,000 - $250,000 depending on experience
