Project PLASE (People Lacking Ample Shelter and Employment) was founded to remedy the lack of housing and resources available to Baltimore’s homeless citizens. Our mission is to address homelessness by providing temporary and permanent housing and supportive services to homeless adults and families, particularly the most vulnerable and undeserved (i.e. people with mental illness, HIV/AIDS, addictions, ex-offenders, etc.) and by treating the whole person and empowering each individual to function at the highest possible level. We currently operate two temporary housing facilities and are in the process of converting an old elementary school in Irvington, Baltimore City into 34 temporary housing units and 56 permanent affordable housing units.
We are currently seeking a Manager for Transitional Housing, who will oversee the day-to-day operations of the Transitional Housing facility to ensure the smooth running of the facility, maintain the cleanliness and hygiene of the facility, oversee staff and ensure coverage at all times. Ensure the client residents received high quality, compassionate and effective care; support the residents to become stable physically, mentally and emotionally while living in the transitional facility. This position is equally administrative and clinical in its scope. The goal is to assist each resident to obtain permanent housing while part of PLASE, and ensure supportive care in all areas.
ESSENTIAL FUNCTIONS
1. Oversees the day-to-day operations of the Temporary Housing facility;
2. Coordinates with PLASE Intake and Waitlist Coordinator and funding agencies referring clients to facility to ensure full capacity of the shelter with eligible homeless clients;
3. Provides orientation for all new staff on policies, procedures, etc.;
4. Follows through with setting up in-service training for direct line, and other staff, as needed, and useful;
5. Follows through with accessing, relationship building, coordination and linkages with other community based organizations;
6. Supervises and provides direct support to the Advocacy Counselors, Overnight Counselors, both full and part-time, and including substitute Advocacy Counselors working at PLASE as well as student interns and volunteers placed at PLASE;
7. Provides supervision and conducts regular meetings with staff to discuss client needs, client assessments, write and implement service plans, hence assuring effective support and case management of clients’ needs; reviews client files with the counselors to make sure that all client needs are being met and documented according to individuals’, PLASE and funders’ requirements;
8. Coordinates and develops resources for staff and PLASE residents use;
9. Ensures staff coverage at the facility;
10. Reviews documentation in client files and assures timely and appropriate input into HMIS, Careware and Apricot Bonterra databases; runs reports as necessary;
11. Provides staff training and organizes training sessions for staff with outside experts in relevant fields;
12. Coordinates resident meetings with the Counselors in order to receive feedback from the residents and to assess and evaluate the program’s effectiveness; attends resident house meetings periodically;
13. Develops mechanisms to assess resident satisfaction and quality assurance, including working with Quality Assurance team;
14. Ensures that the buildings are maintained in a safe and clean condition;
15. Ensures that all necessary supplies are purchased e.g. personal hygiene items, blankets, pillows, office supplies, etc.;
16. Ensures that all relevant parties are kept informed; communicates with related agencies for referrals, information and support;
17. Ensures that the program is always running at full capacity;
18. Prepares and submits monthly reports on each funded program, as needed;
19. Represents PLASE at community meetings and community coalitions related to the program;
20. Seeks out and incorporates into work response one activity annually to address the larger causes of homelessness and poverty; and
21. Keeps abreast by reading relevant periodicals and attending continuing education courses, workshops and seminars;
22. Performs other job related duties as assigned.
REQUIRED SKILLS/ABILITIES
1. Ability to gain thorough knowledge of Project PLASE’S policies and procedures;
2. Ability to act as a representative of Project PLASE to the public;
3. Ability to effectively communicate and empathize with individuals from diverse backgrounds especially those with special needs or who have a tendency to become hostile;
4. Ability to supervise and motivate staff;
5. Ability to teach and monitor staff counseling, case management and clinical skills;
6. Ability to prioritize and adjust quickly to all kinds of situations;
7. Ability to create and maintain effective working relationships with other professionals;
8. Ability to prepare and maintain accurate written and computer records;
9. Ability to use sound judgment and remain calm in crisis or emergency situations;
10. Ability to use databases; Proficiency preferred in HMIS, Careware, and Apricot databases, including running reports, or the ability and desire to learn quickly;
11. Proficiency in MS Office to include MS Word and MS Excel, among other software programs; and
12. Ability to touch type.
EDUCATION AND EXPERIENCE
1. Master’s degree in a human services field preferred, Bachelor’s degree accepted.
2. Certification in a Human Services discipline preferred.
3. Minimum two or more years’ experience working with individuals who are homeless, or mentally ill, or have HIV/AIDS or are substance abusers with a Master’s degree; Minimum four or more years’ experience working with individuals who are homeless, or mentally ill, or have HIV/AIDS, or are substance abusers, with a Bachelor’s degree.
4. Minimum one year of both supervisory and administrative experience;
5. Or equivalent technical training, education, and/or experience.
CERTIFICATIONS AND LICENSES
· Valid driver’s license and evidence of insurability
PHYSICAL AND ENVIRONMENT CONDITIONS
Work may include prolonged periods of sitting at a desk and working on a computer, and/or continual standing or walking 50% of the time. Must be able to lift 15 pounds at a time and access various departments at a given location, possibly to include walking flights of stairs.
May be required to operate a motor vehicle.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, residences or vehicles (e.g. use of safe work place practices, avoidance of trips and falls, observance of fire regulations and safely operating a motor vehicle.)
May be exposed to aggressive human behavior.
