Job Title: Systems Software Programmer

Scope:
The Systems Software Programmer will be responsible for the following tasks:
- Analysis and Development: Analyze, develop, modify, install, test, and maintain operating systems software.
- Systems Programming: Possess a strong understanding of systems programming, graphical user interfaces, and control languages.
- Software Evaluation: Evaluate software packages and make recommendations to IT management.
- Code Modification and Debugging: Modify and debug source code, utilities, and packages.
- Technical Documentation: Modify, install, and prepare technical documentation for system software applications.
- Problem Diagnosis: Diagnose, isolate, and debug software problems.
- Security Verification: Provide security verification; use Application Security Verification Standard (ASVS) to help develop and maintain secure applications; use Top Ten as a first step towards more secure coding.
- Problem Resolution: Perform problem resolution.
- System Monitoring: Monitor system capacity and performance.
- Disaster Recovery: Plan and execute disaster recovery procedures.
- Technical Support: Provide Tier 2 technical support.
- Project Involvement: Work on multiple products, activities, and projects as a project team member, occasionally as a project leader; work on moderately complex tasks, projects, activities, or support issues that require increased skill in multiple technical environments and has expertise in one product/system.
- Coaching: Coach more junior technical staff.
Preference will be given to candidates who possess the following:
- At least Four (4) years of professional experience writing and maintaining SQL, PL/SQL, stored procedures/packages/views using Oracle 11g or above.
- At least Four (4) years of professional experience writing and maintaining SQL, T-SQL, stored procedures/functions using SQL Server 2017 or above as the data store.
- At least Four (4) years of experience in webpage development using .html, .css, XML, or JavaScript.
- At least Four (4) years of experience writing, debugging, and updating code in a .NET programming environment using Visual Basic or C#.
- At least Four (4) years of experience with project migrations and upgrades for Visual Studio, .NET Framework, and Core 6 including converting source code from VB.Net to C#.
- At least One (1) and up to Four (4) years of experience with Microsoft Power Platform line of business intelligence, app development, app connectivity, and AZURE.
Technical skills, written and verbal communication, and experiences will be the basis for evaluation of responses to the RFQ. Required skills include:
