The Environmental Specialist will coordinate and author environmental compliance documents, including those required under the National Environmental Policy Act (NEPA). This role involves overseeing the environmental aspects of projects, ensuring quality assurance, and coordinating with various departments and clients. Close collaboration with other disciplines within PCI, such as transportation engineers, public involvement professionals, and surveyors is required. Demonstrated NEPA experience is essential. Responsibilities will vary based on experience, but may include:
Responsibilities
- Oversee assigned projects, including stakeholder and client engagement, budget and project plan tracking, ensuring quality of deliverables, and routine reporting.
- Assist clients and PCI project managers in developing and reviewing NEPA documents, including Categorical Exclusions (CEs), Environmental Assessments (EAs), Environmental Impact Statements (EISs), and various technical reports.
- Contribute to multiple projects concurrently.
- Prepare environmental documents such as technical reports, permit application packages, and mitigation and monitoring plans.
- Interpret and apply government codes, ordinances, and regulations.
- Use field research and available data to document conclusions.
- Oversee the preparation of NEPA documentation, environmental technical reports, permit applications, and client-facing deliverables.
- Conduct technical and quality reviews and make recommendations on deliverables.
- Prepare for and coordinate meetings with clients, stakeholders, and regulatory audiences.
- Communicate effectively with clients and agency representatives.
- Respond to technical/regulatory inquiries from agencies and organizations.
- Interact with project managers, colleagues, and clients throughout project implementation.
- Mentor and coach junior staff on technical skills and project implementation.
- Assist in proposals, technical approaches, and fee estimates.
- Represent PCI at conferences and professional functions.
- Perform fieldwork in various environments, potentially requiring overnight mobilizations.
Minimum Requirements
- Bachelor’s degree in environmental science, environmental planning, natural science, ecology, or related field.
- High-level knowledge of environmental regulations such as NEPA, Endangered Species Act, Clean Water Act, and National Historic Preservation Act.
- 5+ years of experience preparing NEPA and environmental compliance documents.
- Expertise in federal and state protection regulations and consulting processes.
- Experience in environmental site investigations, including wetland delineations, Phase I Environmental Sites Assessments, and/or protected species habitat assessments.
- Exceptional technical writing skills.
- Proficiency in MS Word, MS Excel, MS PowerPoint, and Adobe.
- Proficiency with GPS mobile units.
- Independent research and problem-solving abilities.
- Exceptional communication skills, both oral and written.
- Ability to work independently and within a team environment.
- Strong organizational skills and attention to detail.
- Strong time management and ability to manage tasks on concurrent assignments.
- Positive attitude, flexibility, and strategic thinking.
- Ability to travel and work in varying weather conditions.
- Valid driver’s license and good driving record.
Preferred Requirements
- Master’s Degree in relevant disciplines.
- TxDOT environmental pre-certifications.
- Proficiency in ArcGIS.
- Established experience with client coordination, regulatory permitting, and environmental technical staff.
- Experience leading and reviewing environmental technical reports.
- Previous experience with TxDOT consulting projects.
- Familiarity with basic engineering concepts.
