PRIMARY FUNCTIONS

Lead and supervise a team to provide a positive learning environment for 3 to 5-year-old children; maximizing the involvement of families to support the learning process and assist the family in its own efforts to improve the conditions and quality of family life.
Responsible for cultivating strong relationships with parents. This includes inviting them to participate and feel empowered in all Head Start opportunities/programs. Opportunities will be equitable.
Responsible for training parents in their roles on parent committees and Head Start Policy Council. Responsibilities to include election of parents from centers to Head Start Policy Council.

QUALIFICATIONS
Minimum – Family Education Specialist I

Must be 18 years of age.
BA/BS or Advanced degree with Early Childhood Education as a major field of study or with Early Childhood licensure from Minnesota.
1-3 years work-related experience with preschool children.
Meet minimum standards per Head Start Program Performance Standards and Minnesota Certified Exempt Licensing.
Thorough knowledge of Microsoft Office applications.
Proof of valid driver’s license and current/adequate vehicle insurance coverage.

Preferred

General knowledge of the Head Start program.
Demonstrate an understanding of diverse backgrounds, cultures, and teaching children with disabilities.
Experience of leading and coaching a team and supervising staff.

REPORTING TO THIS POSITION ARE:
Head Start Assistant Teachers, Staff Substitutes and Classroom Volunteers

ESSENTIAL FUNCTIONS

Work directly with children in context of the program plan and curriculum.
Assist with daily arrival and departure of children.
Engage children in conversation and family style meals during mealtimes.
Participate in play activities.

Teaching of 3 to 5-year-old children, which requires behavior management, making developmental observations, and time management.
Set up and maintain an environment supportive of the learning process.
Work directly with children in the context of the program plan.
Establish goals for all children and oversee the development of appropriate individualized lesson plans and their implementation.
Understand and implement appropriate documentation processes.
Observe and record children’s behavior and development.
Plan modifications using data analysis and parent communication to meet children’s individual needs.
Help to identify and track children who have or require a referral to health or educational specialists and monitor progress in achieving goals.
Implement ongoing outreach and recruitment to ensure high enrollment.
Recruit and supervise classroom volunteers and staff substitutes.

Responsibility towards Head Start governance activities.
Informing parents of their opportunities towards program governance during Head Start orientation/transition home visits and other Family Events.
Responsible for scheduling and offering timely parent meetings at their respective centers, which involves local opportunities in connecting to area school districts.
Duties at parent meetings include informing parents of Policy Council roles and responsibilities, taking notes of the meetings, having an election to select a representative for Policy Council, and documenting the elected representative.

Plan with the family to create and maintain a positive environment allowing for each child’s individual needs and each family’s growth.
Conduct home visits to establish/strengthen the home and school connection and facilitate learning.
Complete a family needs assessment and assist the family in meeting needs identified.
Assist families in goal setting.
Encourage families in their own efforts to improve family life and connect them with the appropriate resources.
Through on-going communication, involve parents in addressing any concerns.
Develop family and community partnerships.
Hold family events to support program goals in collaboration with community events, when possible.

Be familiar with community resources and collaborate with other organizations efficiently.
Lead small team area rap (S.T.A.R.) meetings to collaborate with HS Supervisor, HS Health Coordinator, HS Mental Health Consultant and HS Family Systems Specialist to identify child or family needs and appropriate follow-up services.
As the leader of the center team, facilitate a process (communication and delegation) resulting in center lesson planning and children’s observations (observations to show evidence of progress). Both lesson planning and observations should be completed according to the expected timeline.
Collect, analyze and use child and family data.
Supervise staff, perform annual reviews and monitor staff performance goals.
Provide direct coaching to staff using goals formulated from the results of their strengths and needs assessments.
Responsible to frequently communicate and revisit action steps/timelines with staff completing their CDA (Child Development Associate) credential. Documentation is located on staff Individual Professional Development Plans in ChildPlus.
Act as site director for day-to-day operations such as following the center schedule, scheduling staff substitutes, maintaining communication with district/other partners, problem-solving any facility needs, etc.
Conduct regular program assessments and documentation according to calendar due dates.
Maintain, document, and track the status of health records.
Ensure safety of Head Start children. Report accidents, illnesses and child abuse and neglect.
Act as an advocate and community resource for Head Start families.

Attend IEP meetings, district/partner collaboration meetings and lead monthly team meetings following the team meeting agenda template.
Participate in all required trainings including First Aid and Pediatric CPR which are necessary

for certification/licensure and Professional Development facilitated by WCMCA. Maintain a

current status of all required certifications.

Keep immediate supervisor informed of all problems and unusual or extraordinary matters of significance coming to his/her attention, so that prompt corrective action can be taken as needed.
All other duties as assigned by supervisor, including participation in Agency and program committees.
