Full Job Description

Job Summary:

The Director of Plant Operations is responsible for overseeing the safety, maintenance, and day-to-day functions of plant operations across the Acute Care Facility, Extended Care Facility, and all outpatient locations within the Oneida Healthcare system. This role encompasses managing facility projects, ensuring security, and developing and controlling departmental budgets. The Director is also tasked with strategic planning for the department.

Key Responsibilities:

Manage the Facilities operations budget to cover all materials, supplies, personnel, equipment, and utilities. Approve budget items through the use of OHC’s online approval process.
Ensure the use of manual and/or computerized maintenance management systems.
Monitor all operational activities of Plant Operations.
Develop and update policies, rules, and procedures for Plant Operations. Maintain the Facilities Operations Maintenance Manual.
Consult with appropriate staff regarding the maintenance and operations of all OHC sites and facilities.
Direct and implement training programs for Facilities and Plant Operations staff.
Ensure that Preventative Maintenance program activities are carried out in all areas of Plant Operations.
Direct the cardkey access system.
Evaluate personnel under direct supervision and review all evaluations in Plant Operations.
Prepare reports and communications related to Plant Operations.
Direct and implement energy program initiatives.
Assist the VP of Operations in preparing and forecasting the Plant Operations three-year planning and budget outlay needs.
Oversee HVAC, temperature, and humidity control operations, utilizing vendor service contracts.
Conduct building and grounds inspections to ensure health, safety, and welfare of OHC-wide facilities. Follow up on completed work orders.
Direct Emergency Operations for preparation, damage assessment, and recovery operations as needed.
Implement Total Quality management and team-building initiatives for all areas of Facilities Operations.
Track all utility billing to minimize energy and water consumption.
Maintain current knowledge of Joint Commission Environment of Care and Life Safety Standards, including performing and/or scheduling related testing, inspections, and validation of report formats.
Perform related duties as assigned.

Education:

Bachelor’s degree in Engineering or a related field is required.

Experience:

At least 5 years of experience in acute hospital plant operations, including direction of life safety and environment of care programs.
Knowledge of the operations of healthcare facilities.
Experience with budgeting processes.
Understanding of both manual and computerized maintenance management systems.

Licenses and Certification:

Driver’s License.

Professional Skills and Abilities:

Ability to plan and supervise the work of large facilities support staff.
Strong interpersonal skills.
Knowledge of ADA, HVAC, electrical, and energy management concepts.
Effective verbal and written communication skills.
Ability to establish and maintain working relationships with administrators, staff, and outside agencies.
Personal computer experience and working knowledge of a cardkey system is preferred.

Physical Requirements:

Ability to perform physical activities such as walking, standing, and inspecting facilities.
Capability to handle emergency situations and work under pressure.
Occasional lifting and moving of maintenance equipment may be required.
Must be able to travel between multiple facilities and locations within the healthcare system as needed.
